BABA Personal Statement:
My name is Ulziibayar Vangansuren (Ulzii in short) and I was born in Zavkhan province of Mongolia.

Academy of Management where I teach is an official training and research institution of the Government of Mongolia. It conducts degree and non-degree postgraduate training and made and continues to make major contributions to the spread of new public administration and market economy knowledge in Mongolia. The school provides me with wonderful opportunities to work on collaborative research, projects, publish articles, books and manuals, and present my findings at conferences/workshops.

During this period, I studied in the US for 2 years and got Master of Public Affairs degree from School of Public and Environmental Affairs, Indiana University, Bloomington and was a short-term research scholar at University of California, San Diego.

In addition to my teaching job, since 2003, I have been affiliated with a Ulaanbaatar-based think tank, Mongolian Development Research Center which specialized in development economics research and training.

In short, I would like to take part at BABA retreat due to the following reasons:
- I like the mission of the retreat and also this year topic is close to my teaching and research activities.
- I enjoy interacting with international people as I gain a great deal of information, knowledge and insights from them.
- I am sure that I will be able to share my experience with other participants and contribute ideas to discussions.

BABA Leadership Statement:
Although my main métier is teacher and researcher, I have been working on a number of activities and projects which required from me leadership abilities.

First, teaching is a work where you need to lead your students. Especially, as my university conducts post graduate training, I deal with adults and it requires a higher level of personal and intellectual leadership.

Second, I have been working as executive director of Mongolian Development Research Center since 2003. In spite of its small permanent staff, MDRC has a big pool of affiliated national researchers/policy makers and international scholars and it organizes big scale events. Another issue is that as you can imagine, it is hard to survive for a NGO without a competitive strategy. Therefore, the biggest challenge of managing MDRC is ability to develop strategic objectives and plans. I think I have been able to contribute to MDRC successes.

Third, among my project work, I would like to distinguish projects on Preparations and Support to Fifth International Conference of New or Restored Democracies held in 2003. The Fifth ICNRD under the themes of Democracy, Good Governance and Civil Society is the biggest event ever hosted by Mongolia, which was attended by 119 countries of the world. My managerial work was highly appreciated by organizers of the event: UNDP and Ministry of Foreign Affairs of Mongolia.

Fourth, I expect BABA retreat will be an opportunity to learn from international young leaders which will help me meet future challenges.

BABA Personal Statement:
I am very aware of the reputation of “The Building a Better Asia: Future Leaders’ Dialogue” to deepen my interest in.
I was raised in Myanmar where millions of people living in poverty and inequality. Because of my special interest in agriculture and rural development I studied bachelor degree in agriculture and master degree in agricultural systems. I had the opportunity to be exposed to the full range of agriculture courses, all of which tended to reinforce and solidify my intense interest in rural communities and soil science. Doing my doctoral degree in soil science I specialized on soil fertility management in Myanmar at Massey University, New Zealand. For Post-doctoral research studying, I focused on effects of irrigated pasture and dairy production on soil and water resources in Australia. It has been both enjoyable and enlightening, providing me with a new and different perspective on the Asia and Pacific in which we live. In fact all human communities have a cultural, sensual and spiritual attachment to degree soil to agriculture.
I decided to pursue a professional career in agriculture research and development because I recognize its is very importance to fulfill the basic needs of life in developing nations: food, shelter and clothing. I also consider in the simple philosophy of the Nippon Foundation, “When helping each other, two hands are better than one”. I believe I can make the greatest contribution, utilizing my theoretical background, practical experiences and creativity as a good scientist to help build a better Asia.

BABA Leadership Statement:
In “The Treatise of Human Nature” David Hume distinguished three corresponding elements: “understanding”, “morals” and “passions”. Any leaders have a balance of these elements to fulfill their duties as leader, but always mindful that personal attitudes will change with over time.
Nowadays, traditional institutions, such as the nation-state are becoming less important than cultural communities, which are networks at global to local scales, organized around particular values and interests. Advocating sound governance and leadership that is responsive to people’s needs and concern is crucial to eliminating poverty and depravation in all parts of Asia.
All leaders must share the prosperity and protect the human security and also consider the ecological stability. They must uphold the value and principles in leadership skill include community sprits, dignity, freedom, independence, justice, respect and tolerance to enshrine their tradition and culture in diverse Asia communities.

Recognition of the links between agriculture, education and health will provide the opportunity for improving living standard in Asia. The fact is that our health is influenced by the quantity and quality of food we daily and also by education. Agriculture scientists should be leaders in sustainable development and poverty reduction who can facilitate empowering smallholder farmers and linking them to growing markets. Wisdom, compassion and empathy can only thrive through real interaction with real people.

I believe that good leaders can be made and developed through a never ending process of self-studying, education, training and experiences to build the common good in Asia.

BABA Personal Statement:
After I graduated from of Economics and Business Management (FEBM) in year 2001 I intended to help and develop my country so I determined to be a teacher at FEBM; The first reason I would like to be a lecturer I liked to teach younger sisters at home and I taught my friends during we studied together in the Faculty, I have been strong in mathematic therefore they usually asked me to teach them before examination and secondly FEBM informed to recruit in administration staff and lecturers thus I applied to be a lecturer at Business Management Department, NUOL. I felt very happy and enthusiastic with my job and I was very proud to pour out my knowledge to the students, this occupation have taught me many things; I learnt deeply in the subjects that I taught, exchanged knowledge with senior lecturers who have higher experience and capacity. In order to improve comprehensive knowledge I found to join training programs in difference field, furthermore I also got scholarship from JICA who supported FEBM to study master degree in business administration, international course, Bangkok, Thailand. I had started to study in this institution from 4/2004 to 7/ 2006 while I studied MBA I expanded my knowledge especially; the theories, concept, planning and decision making step, in addition I exchanged the idea with Thai students and European students. It is very important lesson for me. And the course is further complemented by study tour in term of industrial of Thailand, and technical visit in Czech and Poland country. This program is very interested. After I graduated from MBA I came to my country to work in FEBM, I gave my knowledge, and experience to students, at that time I had a chance to join the research in topic ‘Corn Cash Crop Cultivation as an alternative for increasing families’ revenue’ and ‘Market Orientation of Corn’ Supported by Sasakawa Peace Foundation in year 2006-2008. I am interested to joint the meeting in theme “ Building the Common Good in Asia”

I am friendly and generous, like to help others people, can work in team, in addition I am very active and creative idea, to be responsible and respectful person.

BABA Leadership Statement:
The Association of Southeast Asian Nation on ASEAN was established on 8 August 1967 in Bangkok, there are ten member countries. The aims and purposes of the association are (1) accelerate economic growth, social progress and cultural development in the region and (2) to promote regional peace and stability through abiding respect for justice and the rule of law in the relationship among countries in the region and adherence to principle of the United Nation Charter. At present time it become to be ASEAN plus 4 there are China, Japan, Korea and India.

Building the common good in Asia bring to future leader. The meaning of leader; the leader must be able to look to the future and develop a vision or picture of potentiality that is positive and compelling and leader pointed to where the organization could or should go but importantly give the organization’s members a sense of understanding of what their role and importance would be as they move forward together.

Leadership in entrepreneurs should include the following attributes: visionary, flexibility, and ability to understand the environment, create management options, encourage teamwork, encourage open discussion, and build a coalition of supporters and persist.

Asia is a continent that consists of many countries like a company having many departments. Building the common good in Asia require to cooperate between countries to build strength within country and region to be a team in developing countries to be civilization and stability, there are four key elements: shared prosperity, common security, ecological balance, and human security.

BABA Personal Statement:
Those who enter the field of development have often gone through frustrating, sometimes heart-breaking experiences that they cannot move away from. For me it was in Manila when I saw a skinny girl with awkwardly huge head owing to a tumor nested her body, helplessly lying on the dark street, looking blank. That initially poignant, yet agonizing sense of crisis fuelled my motivation and my goal is to create better living conditions in Asia. The study at University for Peace, supported by Nippon Foundation helped me to reinforce this already strong desire by providing me with necessary knowledge and guidance to tackle the challenges inherent to development in Asia although no one in my family has ever worked in development field. At 26, my grandparents were fighting in World War II. At 26, my father started his career in IT related private company, and at 26, my mother got married and became a housewife, following the same path as her mother and her sister. Yet at 25, I left Japan to study peace studies and at 26, I am exploring what I can do to build a better Asia together with my unseen colleagues with the same aspiration as me. Since the path I am pursuing is unprecedented in my family, the decision entailed careful a consideration: “Why development?” It is the question that makes me realize how much I value my education and an opportunity like BABA as a catalyst that may prepare me for my future career.

BABA Leadership Statement:
Leadership can exist in many forms. The type of leadership most needed in one situation may differ from one another, depending on the context. However, in this specific context of building a better Asia in the 21st century, I believe that strong, but encompassing leadership will play an extremely important role in the following processes. Firstly, the leaders need to be able to draw a grand vision for the co-existence of all the players concerned from the macro to the micro level, regardless of all the differences that exist: religion, political affiliation, ideological stance, economic level. Secondly, the leaders need to establish a platform for dialogue to involve actors of different backgrounds in the process of designing the vision for the future. Here, one does not necessarily need to be afraid of creating a conflict. Rather, it is important to utilize the platform for dialogue in order to identify the source of the conflict, understand it deeper, and figure out how to transform the conflict into more constructive, less violent one. Thirdly, the leaders need to be able to motivate those actors to work together for the betterment of the society. However, it should be noted that the term “betterment” should be carefully and be defined through dialogues of different parties.

BABA Personal Statement:
While attending the University of Peace (UPeace), I have enjoyed many opportunities to learn about the environment while developing an interest in the peace. Lectures from leading researchers, fruitful group discussions engaged my mind and captured my interest. Studying peace and the world’s environmental problems has instilled in me a deep appreciation for the environment as well as a desire to learn how peacemakers build a common good in the world through environmental cooperation. Involving in a graduate research project on climate change, interning in Earth Charter, and taking classes in the UPeace have inspired me.

I expect to emerge with a greater expertise in environmental security and cooperation in Asia. Climate change, the biggest challenge faced by the international community, is no longer an environmental issue but a risk to stability. The evidences of climate change are abundant but what still missed is lacking of “political will” or “leadership” to mitigate the world’s emissions. As stated in four elements of the programme, “Asia faces severe challenges to its environment” that across national boundaries. So it’s very important to know more not only what happens in your country but what’s going on in other countries. Dialogue provides the means which help to understand what real intention are towards economic growth and climate change. Without that type of understanding, we’re never going to be able to get to where we need to be.

I hope to be able to pursue a career in promoting the common understanding by sharing ideas, confidence-building and active participation of peace-building activities. With my future aspirations in mind, I look forward to the rewarding challenges of this programme to make a positive change in Asia.

BABA Leadership Statement:
To accomplish the statement on leadership, one question firstly raised to me: How a good and effective leader should be? Based on the day-to-day process of learning and gaining experiences, especially as a key person in activities, there is a long list of the leader’s requisites – honesty, a sense of priorities, focus, commitment, determination, respects for others, and a clear of goal. To try to achieve that in my profession is of four stages: the first is the stage of Learning. The second is the stage of Communication. The third is the stage of Motivation. The forth is the stage of Participation. To work in an effective way, I, as a project officer of “the Chinese Overseas Industries Environmental Policy Project”, had show high performance of professionalism, learning and grasping the objectives of project, communicating with experts, motivating and getting internal and/or external funds, and analysis of the team member operations. The two basic elements of leadership are credibility and accountability based on respect throughout the whole stage.

I always think the ability to get people going is of importance. With a clear goal in mind, the leader has to find ways of solving problems by clarifying the real issues. In day-to-day work, what I think the most important are to minimize conflict, to distinguish between assertiveness and aggressiveness, and knowing how to work with people of different backgrounds and/or difficult manners.

In addition, my goal of leadership is at this time to further understand the trends of climate change in the context of environmental security, and then contribute to building a common good in Asia.

BABA Personal Statement:

The new maritime leader from Asia

Introduction Shipping has contributed to world welfare by achieving mass transportation of raw materials, energy resources, food products and human resources. However, due to excessive competition, shipping companies want unqualified low-cost seafarers and poorly maintained substandard ships. Consequently, the substandard ships and unqualified seafarers lead to serious maritime casualties: not only of lost lives and injuries but also environmental damage and oil pollution.

Statement of Problem International maritime society is making efforts to improve the safe navigation at sea by producing the international convention to regulate hardware and human behavior. In addition, to transport mass products safely at sea, it is necessary to produce new strategies that take environmentalism and economics into account. In order to create a future maritime society with these strategies, international maritime society is looking forward to new maritime leaders, especially from Asia.

Qualifications and Objectives I was engaged in maritime education and training, especially on-board training. I have 10-years sea service experience in training ships and now I am involved in maritime administration.
There are three objectives of new maritime leaders which fit with my qualifications. New maritime leaders must be able to:
- explain maritime affairs to the general public
- exchange their own views and knowledge with the people other industries
- have a unique vision for maritime society

Conclusion “Building a better Asia” is a golden opportunity for me to build a good relationship with Asian young leaders to achieve these objectives.

BABA Leadership Statement:

New Japanese Leadership

Background on Leadership in Japan
The traditional approach of Japanese leadership has been based on the loyalty that people place on the group rather than the individual. Japanese leaders achieved economic growth, political stability while maintaining a safe society; all within the context of the group loyalty of companies, families, and communities. However, in terms of globalization, Japanese people are putting much more emphasis on individualism rather than group loyalty.

Problems with Traditional Japanese Leadership
We confront serious global problems such as global warming, high oil prices and a food crisis which cannot be solved by individualism. Thus, Japan is now straddling between individualism and group loyalty.

New Leadership
A new Japanese leadership style is emerging: the traditional “top-down” leadership based on group loyalty is moving to “cooperative” leadership that links individuals. This new leadership involves leading people by objectives, and people working together towards a common goal.
There are three key points for new Japanese leadership. Firstly, new Japanese leadership has to have its own vision of the future. Secondly, new Japanese leadership has to explain its vision for the people. Thirdly, new Japanese leadership has to decide what is the best way to realize the vision.

Conclusion
In conclusion, new Japanese “cooperative” leadership is cultivated by working together while having a clear vision. Realizing the vision must take globalization into account while maintaining the harmony between individualism and group loyalty.

BABA Personal Statement:
My name is Mathurana Gedara Sarath Kumara. I was born on 24th May 1968 in Ramboda, Sri Lanka. When I was in grade five (05) of the school, I got through government examination of scholarship and entitled to study in a higher school at our country’s main city in 1980. I could successfully complete my General Certificate of Education Ordinary Level examination in 1984 and selected for General Certificate of Education Advance Level. In the years of 1987/1988 I was able to qualify its’ examination and selected for the university. But due to country’s political instability, all universities of the country were closed for about two years. That period I was joined the private sector and worked in a photo printing laboratory. In 1991 I was entered to the university and could complete my Bachelor of Science degree in Physical Science in the year 1995. The same year I was joined to Sri Lanka Ports Authority as a Computer Works Station Assistant. In the year 2000 I get promoted as an Administrative Officer. From the year 2000 to 2006 I was worked in the training institute, Secretariat and Security Division of the Colombo Port. I was selected to follow a Master’s Degree in Sweden in the year 2006. I could complete my Master of Science degree in Maritime Affairs specialized in Port Management in the year 2007 from World Maritime University, Malmo, Sweden. Presently I am working in Container Freight Station at Peliyagoda in Logistics Division of Colombo Port and my greatest ambition is to be a better citizen and to serve the world.

BABA Leadership Statement:
First of all we all have to think about the necessity of leadership. As everyone knows there are lots of things which are operating without leading. Manufacturing processes and some routinely duties can be shown as examples. But in the case of creations and improvement it is crucial having a proper leadership in order to achieve far greater results. Otherwise the system will be collapse or stagnate. Although there are some similarities in management and leadership, management could describe as a formal process of decisions and commands. But leadership is beyond that scope and every manager should possess qualities of leadership to some extent. Proper leadership would influence others attitudes and behaviors too. Depend on the nature of leadership, we can find different theories and, various styles of leadership.

Personality or behavioral approach, situational approach and contingency approach are three main theories of leadership. Personality or behavioral approach is finding a theory based on personal traits of leaders. Although there are personal traits within leaders, still those couldn’t categorize. As a result of failure in behavioral approach, following of a leader who match with their goals and objectives is called situational approach. If anyone could adapt and lead in all situations is called contingency approach to leadership. Action centered, or functional leadership is a further development of contingency approach. In this case a leader could be able to balance task needs, group needs and individual needs so that achieve the goal.

Autocratic, democratic/participative and independent/self-motivated are three major styles of leadership. Autocratic leader dominates his power by commanding while democratic leader consult with his subordinates. Independent leader gives a substantial degree of freedom to subordinates in their works.

BABA Personal Statement:
I think that my scientific carrier started in 1999 when I decided to enter the International Relations Department of al-Farabi Kazakh National University. During the years of study I understood that I had chosen right way and actively continued my students activities. Finally in 2004 I successfully graduated from the University. Right after receiving diploma of MA in international relations I started working as an officer at the Department of International Scientific and Cultural Relations of my University. Working at my University I understood that now I need a scientific degree for my future career. Thus, in 2004 I became a postgraduate student at the same department of the al-Farabi Kazakh National University.

In 2005 I was invited to work at Kazakhstan Institute for Strategic Studies as a Research Fellow of the Foreign Policy Studies Department. I knew that it was one of the leading think tanks in my country and decided to start working at KazISS. Working at KazISS gave me great number of possibilities for my future professional growth and development of my leadership skills. In particular, I took part in organization of different international workshops and conferences, met and exchanged opinions with plenty of different scientists and published over 20 scientific articles in local and international editions.

One of the excellent opportunities to develop my leadership abilities was participation to the “Leaders Program in Advanced Security Studies” organized by George C. Marshall Center for Security Studies in 2006. Participation to the program gave me understanding of the “Leadership Idea” through taking part in series of exercises and workshops dedicated to solving different international problems.

I expect that participation to the “BABA: Future Leaders’ Dialogue” will give me one more excellent chance to develop my leadership skills. I hope to meet there different people from different countries and exchange opinions with them on current international issues. Such kind of experience is always helpful to extend the understanding of the modern world. During the participation to BABA program I also expect to attend different interesting exercises which help someone to develop his leadership abilities. In this regard I believe that participation to the BABA program will become one more little, but very important step on the way of my future professional growth and career promotion.

BABA Leadership Statement:
Today we have a lot of definitions of leadership. Some people consider that leader is a man who first of all has good organizing skills. But may be he is just a good manager but not a “leader” in the pure sense of the word? Others think that leader has to be very charismatic and persuasive person to lead people towards marked common goal. But may be it is not enough to be a “true Leader?”

To my mind “true Leader” should include all these important features and even more. Leader has to be not only creative and charismatic, but person with a strong will and always ready to act to reach his goal. Thus, I think that Leader is a person who…

1.    person, who like creating new ideas;
2.    person, who always striving to develop himself mentally and physically;
3.    person, who do not afraid of changing existing “status quo”;
4. person, who always looking for new directions to achieve the goal.
5.    and at last person, who has a strong will to make the world better;

As for me I think that I have enough leadership skills to create new ideas and bring them into reality. I like development in its common sense, creation of new directions and changing things, which has strong need to be changed. Unfortunately there are still a lot of such things in our modern society. A plenty of problems and urgent issues still exist.

I believe that holding of such retreat as BABA “Future Leaders’ Dialogue” program will definitely contribute to solve current important international issues, such as poverty, environment and human wrights. I expect that BABA program will help me in improving my leadership skills and will be an effective platform for exchanging of fresh and original ideas between future leaders from different Asian countries.

BABA Personal Statement:
My name is Ju Li, Li is my family name, and Ju is my first name, I am a master student in Xinjiang University of China, major in international relations. This is the second year of my study. My research interest is anti-terrorism policy and theory of south Asia, especially Pakistan. I believe I am the right applicant of ” Building the Common Good in Asia”.

Pakistan is located in the South Asia, an area with strategic importance for China, especially in terms of security. Pakistan has suffered from serious terrorist attacks in the 1990s, and things went worse since Musharraf actively took part in American-dominated anti-terror war following the event of September 11. For more than half a decade, Pakistan has become a front country in countering terrorism severing as a resistant power against the penetration of international terrorism, religious extremism and national separatism from Central Asia and Afghanistan. Pakistan has made great contribution in this field. Musharraf’s antiterrorism policy has great impact on the success of antiterrorism worldwide. In the sphere of international security, Pakistan has made significant contribution to global anti-terrorism efforts, thus producing appreciable effects in the subcontinent and even in Asia as a whole.

I firm believe that I have the potential to do research on counterterrorism policy of South Asia, not only because I keep in touch with the Chinese experts and scholars on the issue of Pakistan, but also I have contact with foreign experts, thus I have access to the latest information. My preference location is New South Wales University of Australia, because there is famous professor who has made great contribution to the security of South Asia. I am looking forward your favorable reply as soon as possible.
