			<content:encoded><![CDATA[<p><span style="font-weight: bold;">What is a Better Asia?</span><br /><span style="font-family: arial;font-size:85%;" >by M. Rajaretnam<br />Taken from his Opening Remarks delivered during BABA3 at India 2008<br /></span><br />What is a Better Asia? What do we mean by this phrase? What approaches must we take to reach this goal?  These are questions and issues that, no doubt , will be taken up in the course of the following week by the retreat fellows.</p>
<p>However, let me repeat what I had said in Beijing last September.  The title of this young leaders’ dialogue, BUILDING A BETTER ASIA, expresses fairly correctly and clearly the intent of this programme which is to contribute to the promotion of a region that is global and inclusive in terms of our cultural, economic, political, social and intellectual life. Invariably, as citizens of this large continent we envision an Asia that is at peace, that is free from small and big wars, exploitation and diseases, an Asia that is economically vibrant, tolerant of diversity, and where people are economically, politically and legally empowered, and an Asia that can play a role with her friends in shaping the world of the future.</p>
<p>This means that it should be an ASIA that is more open, just, egalitarian, and more environmentally more livable, an Asia that promotes the values of Human Freedoms, Press Freedom, Regional Integration, Greater Political Participation, Education of Minorities, Intellectual Cooperation, and Human Development in general. <span style="font-weight: bold;">This  ASIA  that we envisage must, therefore,  be an Asia THAT IS BETTER THAN HER PAST AND AN ASIA THAT IS GREATER THAN HERSELF.</span></p>
<p>Asia’s diversity is expressed in many different ways but it is imperative now and in the future that we believe that Asia’s strength lies in its tolerance and acceptability of differences. The dangers arising from intolerance and poverty are obvious but what is important is that Asians should come together to contribute to finding solutions to the problems of Asia and the world. Let our diversity be a source of strength, not our weakness or to embody our fears.<br />We should also appreciate the context of this particular retreat. India is the largest democracy in the world and Goa, in particular, is probably one of the most if not the most cosmopolitan states of India. When you live in a land of a thousand mutinies which India has been once described as you will begin to understand why the values of freedom and democracy must be at the core of our societies in Asia. </p>
<p>I fully believe that this year’s retreat fellows have the capacity to develop a vision and an approach for a better Asia. We have 20 persons from 16 countries. We have also introduced a new element of interlocutors –the Fantastic 4- who will use innovative techniques to draw the best from each one of you. We have also gathered some of the leading thinkers and practitioners as resource persons to provoke and challenge you. There would have been more if parliaments and elections had not kept them away from being here with us this week.</p>
<p>The major countries of Asia have reached a level of development where we can build upon our economic successes by adding a new layer of humanism, culture and spirituality. Development should have a soul. We should also be fully committed to protect the environment in which we live. While a market economy is desirable as a mode of development we should not allow the freedom of the market to operate at the expense of the people and of our ecology.</p>
<p>Eight of the largest companies in the world are Chinese while 7 are American. China Mobile is bigger than Microsoft. The numbers of Chinese billionaires, for instance, have increased from 15 to 100 last year. Similar statistics can be mentioned for India. China’s rise and India’s emergence are about the ability of less developed  countries to escape from poverty and joining the ranks of the industrialized world. Societies and nation-states don’t need to be trapped in poverty forever. But many people will continue to be mired in poverty and disease if Asia does not use its new found strength to bring about change and transformation.</p>
<p>This will require a revolution of the mind. Moreover, it will require leaders who are capable of governing well, effectively and honestly.  Finally, we must also have champions of these big ideas.</p>
<p>Programs like this BABA retreat are a small effort in this direction.</p>

			<content:encoded><![CDATA[<div>We, the fellows of the 3rd Building a Better Asia Future Leaders’ Dialogue held on 16-23 February 2008 in Goa, India, rediscover, embrace and uphold the core values and principles enshrined in diverse Asian communities and expressed in many cultures. The core values and principles include respect, tolerance, justice, human dignity, freedom, interdependence, and community spirit, among others.</div>

<div>The Filipino word kapwa means valuing others as oneself. Relationships guided by kapwa are characterized by sharing, inclusiveness, and accommodation. Similarly, ev negdel is a Mongolian expression embodying friendship, respect, peace, and integration.</div>
<div></div>
<div>Bhinneka tunggal ika, an old Javanese expression which means, “Unity in diversity,” is a motto shared by many Asian countries. It advocates representation and tolerance. Likewise, the Myanmar expression kine kyoon me, kyoon kine me promotes interdependence, peaceful co-existence, and active participation in the community.</div>
<div></div>
<div>Omoiyari in Japanese and ao jai khao ma sai jai rao (Khao) in Thai and Lao both emphasize the value of empathy and mutual sensitivity to foster amity.</div>
<div></div>
<div>Ren, the most important concept in Confucianism, requires us to honor others and practice benevolence and deep compassion.</div>
<div></div>
<div>Khong co gi qui hon doc lap tu do is a Vietnamese saying which means, ‘Nothing is more precious than freedom and independence.’ At the same time, we respect human rights, dignity, equality, and democracy, as conveyed by ahimsa, the Indian ideal of non-violence.  </div>
<div></div>
<div>We strive to realize the following objectives:</div>
<div>PROTECTING HUMAN SECURITY to ensure freedom from oppression, fear and want; fulfill human needs; and uphold human dignity.</div>
<div></div>
<div>TREASURING DIVERSITY by accommodating differences; nurturing harmony, tolerance and inclusion; and celebrating arts and culture.</div>
<div></div>
<div>HUMANIZING GLOBALIZATION ensuring that its benefits are shared by all.</div>
<div></div>
<div>PURSUING HOLISTIC DEVELOPMENT and promoting rural-urban integration without sacrificing ecological balance.</div>
<div></div>
<div>ADVOCATING SOUND GOVERNANCE as exemplified by transparency, accountability, participation, and visionary leadership responsive to people’s needs and concerns.</div>
<div></div>
<div>Hence, we strongly recommend that:</div>
<div></div>
<div>1.Civil society organizations and their initiatives be supported.</div>
<div>2.Media be free and responsible in disseminating news and information; Media’s arm be utilized to support advocacies and social action for the public good.</div>
<div>3.The disadvantaged and marginalized groups (i.e., people with disabilities, women, children, elderly, and ethnic minorities) be given a voice.</div>
<div>4.Inclusiveness, creativity, and participatory dialogues be applied in decision-making and negotiation.</div>
<div>5.Policies and actions foster regional amity and cooperation particularly on the personal level.</div>
<div></div>
<div>We pledge to carry forward the actions and linkages initiated at the BABA retreats in accordance with the overarching values and objectives we share. </div>
